What is HACCP?

  • The acronym ‘HACCP’ means Hazard Analysis and Critical Control Point (Food Safety) System.
  • It is a system for monitoring the food service process to reduce the risk of foodborne illness.
  • HACCP focuses on how food flows through the food service process - from purchasing through serving.


Why is it important to learn about and Implement the HACCP System?

  • Increase exports/ sales and substitute for imports

  • The Quality Jamaica Project facilitates training in and implementation of the HACCP system in small and medium-sized enterprises (SMEs).


What types of training courses are being offered?

Course Duration Details
General HACCP Awareness 5 days based on the following options:
Day 1 only:
Senior Management
To create an understanding and get commitment from senior management to provide the support and resources required to implement and maintain a HACCP system for the production of safe, quality food.
Days 2-4, 2-5, 1-5:
HACCP Coordinators
To provide the HACCP Coordinators, the people responsible for the coordination and management of the implementation of Prerequisites and HACCP Plans with and understanding of the complete system and what will be required to implement and maintain it.
Day 5 only:
Production Supervisors
To provide the production staff working at one or more CCPs with an understanding and the necessary knowledge and skills to assume their responsibilities under HACCP and define their role an implementation and maintenance.

Who is eligible for these training?
General HACCP Awareness:

  • (Senior Management) - Senior management and other members of the executive.
  • (HACCP Coordinators) - It targets the functions that have particular responsibility for the Operational Quality issues. Such persons would include F & B managers, Quality Coordinators, Quality Control personnel, middle managers and supervisors.
  • (Production Supervisors) – Production staff and other personnel who may only need basic information on HACCP.

HACCP Internal Audit:

  • Persons exposed to the General HACCP Awareness Course
  • Management or non-management person who is responsible for the HACCP or other management system implementation and maintenance
  • Persons responsible for auditing HACCP systems
  • Managers of Quality assurance, operations and personnel
  • Any individual that has prior experience working with the HACCP System


What is the cost associated with training?
General HACCP Awareness:

  • $1,000.00 for SMEs and other independent persons
  • $1,500.00 for large companies

HACCP Internal Audit:

  • $1,200.00 for SMEs and other independent persons
  • $2,000 for large companies

Who are the Training Instructors?

  • BRI - ESL is the international consulting firm that has been contracted by the Project to design, conduct and facilitate these training programmes. The consultancy is made up of BRI International Inc., a Canadian-based firm and their local partner, Environmental Solutions Ltd.
  • The Trainers are Robert White, Dr. Ken McMillan, Irwin Pronk, Eleanor Jones and Sharonmae Shirley.


What is the duration for Implementation?

  • The implementation process varies from company to company but may on average take one and a half years or more.
  • Management commitment is the most critical factor in determining the successful implementation of the HACCP system and will impact highly on the duration of the implementation process.


What is the purpose of having trained HACCP Consultants?

  • The national significance of this will be the increased number of local consultants trained in ISO 9000, 14000 and HACCP systems, who will be available to Jamaican companies. It is hoped that this increase in competition will lower the consultancy rates for these services. The Trainers, by virtue of their certification, will be in a position to offer their services locally, regionally and internationally.

What is ISO?
The International Organization for Standardization (ISO) was established in 1947 to develop common international standards throughout the world. ISO is supported by national standards bodies from more than 120 countries and facilitates international trade by providing a single set of standards that people everywhere can recognize and respect.


What is ISO 9000?
ISO 9000 is primarily concerned with "Quality Management". This is, essentially, what the organization does to fulfill: the customer's quality requirements and applicable regulatory requirements, while aiming to enhance customer satisfaction, and achieve continual improvement of its performance in pursuit of these objectives.


What is ISO 14000?
ISO 9001:2000 is the actual specification for the Quality Management Systems. Its requirements define the criteria for the Quality System Audits, and are the only specification to be used by all organizations irrespective of type, size or industry sector.


What are the options available through the project?

  • Option 1: Training in ISO 9001:2000 and 14001:2004 on: General Requirements, Documentation and Internal Audit for Small and Medium-Size Enterprise’s (SMEs).
  • Option 2: Availability of Grant Funds of up to 50% or US$3,750.00 of cost related to technical assistance for implementation.


What is the implementation time frame for ISO 9000?
Implementation can be done between nine to fifteen months; this is dependent on how committed management and trainees are to the process.


What does ISO 9000 implementation entail?

ISO 9001:2000 Quality Management System
Implementation of this standard will enable an organization to demonstrate its ability to consistently provide products that meet both customer and applicable regulatory requirements. The emphasis is more on continual improvement of the quality management system rather than the adoption of numerous procedures.

It incorporates eight excellent management principles within the standard and has only six mandatory procedures.


What does ISO 14000 implementation entail?

ISO 14001:2004 Environmental Management Standard.
This standard defines a set of environmental management requirements for environmental management systems. The purpose of this standard is to help all kinds of organizations to protect the environment, to prevent pollution, and to improve their overall environmental performance.

This new ISO 14001 standard was officially published on November 15, 2004. It cancels and replaces the old ISO 14001 1996 standard. ISO 14001 1996 will expire on May 15, 2006.


What is needed for your company to attain ISO 9001:2000 OR ISO 14001:2004 implementation through this project?
Management Commitment is the most critical element for the success of the implementation of the quality system. This will entail:

  • Financial obligation to implement ISO standard.
  • Availability of two key, employees committed to be trained in our programme for a task team to facilitate implementation of all developmental task within company as per ISO requirements.
  • ISO training for selected employees


What is the cost of implementation?
The Cost of Implementation can be broken down into three categories:

  1. Commitment and consultancy cost = US$5,000.00 per company
  2. Training cost for two employees= US$ 500.00 (these two employees and the assigned external resource facilitator(s) will form the task team responsible for the implementation of the management system)
  3. Infrastructural Cost of Implementation = variable cost dependent on and unique to each company/organization.
  • Only numbers 1 and 2 are payable to the QJP. Number 3 is a variable cost dependent on type and amount of infrastructural or other changes the company will need to carry out in order to facilitate implementation of the quality / environmental system.

What is Match Grant Funding?
Match Grant Funds of the ATN/MH-7515-JA-Technical Cooperation for the Implementation of Quality, Environmental and Food Safety Systems in Jamaica were designed to facilitate the implementation of ISO Management or HACCP Systems in approximately 100 Jamaican firms. It will therefore make available grant funding of fifty percent (50%) of the SME’s contribution, up to a maximum of US$3,750.00, to assist with the costs related to approved technical assistance for implementation of ISO 9000, ISO 14000 or HACCP management systems.


What are the minimum criteria to access Match Grant Funds?

  • Annual sales must be less than US$3 million dollars
  • The Company should have no more that 100 employees
  • The Company must be a legal entity registered in Jamaica
  • The Company must be currently initiating the implementation of one of the three Management Systems (HACCP, ISO 9000 or ISO 14000)


How do I apply?

What happens to an incomplete application?

  • The Project Management Unit will make contact with the company to request proper completion.
  • If the completed application is not submitted within two weeks thereafter the application will not be submitted to the selection committee for consideration and will be returned to the company.

What are the Evaluation Criteria?

  • Management Experience and Commitment to Quality Management systems
  • Sustainability of Management System in the company
  • Willingness and ability to pay for Technical Assistance
  • Demonstrated willingness to achieve certification
  • Potential for products and services to enter the regional or global supply chain.

What is the turn around time for each application?

  • Three to four weeks


How will the response be communicated?

  • The Highest Ranking Official of the company will be informed in writing by letter and or email.

What can the funds be used for?

  • The grant will be awarded to match the amount of resources spent by the SME to cover costs related to the implementation of HACCP or ISO management systems in the company. The maximum amount that can be matched by the grant is US$3,750.
  • The grant will be issued to reimburse the expenses incurred for approved training and/or technical assistance directly related to the implementation of ISO or HACCP management systems.
