The ATN/MH-7515-JA Non-reimbursable Technical Cooperation for the implementation of Quality, Environmental and food Safety systems in Jamaica or The Quality Jamaica Project(QJP), as is otherwise called, is funded through a grant from the Inter-American Development Bank (IDB) along with budgetary support from the Ministry of Industry, Technology, Energy and Commerce (MITEC) through the Bureau of Standards Jamaica (BSJ). This Project is one of thirteen similar projects being funded by the IDB within the Caribbean and Latin America.
The goal of the Project is to increase Jamaica’s international competitiveness by facilitating the implementation of International Organization of Standards (ISO) Management Systems among small and medium size enterprises and to increase the capacity within the country for the implementation of these systems by training a cadre of local consultants.

| The primary objective of component one is to raise awareness and achieve a “Buy In” among SMEs regarding the importance of HACCP, ISO 9000 and 14000 Management Systems as a tool for continuous improvement and competitiveness. |
This component is designed to develop the local supply of qualified consultants, auditors and trainers specifically trained in implementing HACCP, ISO 9000 and 14000 Management Systems in SMEs. This represents a step towards equipping Jamaica to ultimately certify its own business firms that conform to international standards. A second output of this component however, is that over two thousand (2000) persons from SMEs will be trained to varying levels of expertise in these disciplines. |

| The third component proposes to facilitate the implementation of HACCP, ISO 9000 and 14000 management systems and possible subsequent certification in approximately 100 Jamaican firms by the provision of Match Grant Funding for technical assistance. |
Component four, called Institutional Strengthening and Promotion, will seek to enhance the ability of the Bureau of Standards Jamaica to attain international recognition as an accredited Certification Body. This process is being facilitated by Lawrence Belusz from Perry Johnson Registrars, Inc. |
